We’re excited to share our progress and purpose over the last year with you!
Our goal is to create an Annual Report that can evolve along with our agency while remaining easily accessible to our community, partners, and stakeholders.
This online report works alongside our latest PRTF Program Booklet (pictured - click to flip through!), bringing together the stories, information, and updates that reflect Harborcreek Youth Services today. Because it lives online, we can keep it current throughout the year, creating a resource that is useful, accessible, and environmentally responsible.
We still print a limited number of Program Booklets (just many fewer than before!). If you’d prefer a physical copy, please reach out and we’ll be happy to send one your way.
Supporting Kids, Strengthening Families
In 2025 and 2026* we welcomed 117 youth into our Psychiatric Residential Treatment Facility (PRTF). Through individualized treatment, education, recreation, and daily life on our campus, we work to help youth with the highest level of behavioral health needs build skills and confidence for a healthier future.

Helping Families Close to Home
Since January 2025, Harborcreek Youth Services’ Multisystemic Therapy (MST) program served 48 youth and their families in Erie County, providing intensive family and community-based support to help young people remain safely at home and build stronger, more stable relationships.

Harborcreek Youth Services is governed by an active Board of Directors that provides organizational leadership and oversight in support of the agency’s mission and long-term sustainability. The Board establishes agency policy and works closely with the Chief Executive Officer and Executive Administration to provide guidance regarding strategic priorities, organizational performance, and the effective stewardship of agency resources. Board members receive regular information regarding agency operations, programs, quality and performance outcomes, and other key organizational activities, helping to ensure that HYS remains accountable to the youth and families it serves, its stakeholders, and applicable regulatory and accreditation standards.
Fiscal Data
Harborcreek Youth Services receives funding from a diverse range of public and private sources, including Medical Assistance, state and county funding, school districts, managed care organizations, grants, donations, and fundraising activities. Each fiscal year, the agency’s operating budget is developed under the direction of the Chief Executive Officer in consultation with the Board’s Finance Committee and is submitted to the full Board of Directors for review and approval.
