Performance and Quality Improvement Program

Harborcreek Youth Services administers a fully-developed Performance and Quality Improvement Program (PQI). The program is designed in a manner consistent with national standards as established by the Council on Accreditation (COA). Quality enhancement activities focus on the need for the organization to promote efficient and effective service delivery and the achievement of strategic and program goals.

Agency leadership has established quality expectations and broad strategic goals that merit overview. Both internal and external stakeholder participation in the quality enhancement process is encouraged. Similarly, results of improvement initiatives are communicated regularly to a diverse group of agency constituents.

Harborcreek selects performance measurement indicators that relate to primary agency domains such as management, operations, program results, and client outcomes. We collect measurable data in aggregate form in order to identify patterns and trends such as case record review reports, client satisfaction data, compliance, and pilot project outcome measurement.

Currently, HYS has an extensive system of sub-committees in six (6) performance improvement areas:

  1. Health and Safety (Accidents/risk prevention strategies)
  2. Clinical Review (Service quality/client outcomes)
  3. Incident Review (Safe behavior management)
  4. Human Resources (Staff satisfaction/staff training)
  5. Compliance and Risk Management (HIPPA and regulatory bodies)
  6. Education (Special Education and psycho-educational program)
  7. Pilot Project Work Groups (Expressive therapies and specialized clinical services)
